Calculation of the component

In Germany, no periodic publication of time series for this component exists, however there are several studies for individual subsequent costs, in particular from alcohol consumption. The most comprehensive and detailed study was published in 2002 for the year 1995. Based on this,  a calculation of economic cost of alcohol- and tobacco consumption was done in 2011 for the year 2007. Thus, for 1995 and 2007 there is comparable data for cost due to alcohol consumption.

A similar systematic analysis for drug related subsequent costs does so far not exist in Germany. However, a comprehensive estimation of public expenditure due to illegal drug consumption was conducted for the year 2006 in the course of a research project on behalf of the Federal Ministry of Health.

The estimations are adopted here and are expressed in prices of 2010. Since hitherto time series estimation is only possible for alcohol abuse, the slight increase is entirely caused by the changes in costs due to alcohol consumption. Costs of tobacco and drug abuse are only calculated as “planned items”.
