The component shall cover the cost resulting from the abuse of addictive substances: In the current index version these include subsequent costs from alcohol, tobacco and drug abuse (in prices of 2010).
Social costs of the abuse of addictive substances directly reduce – besides personal damages – the overall social welfare and therefore should be deducted in an alternative welfare measure.
